On the backdrop of a string of sagas surrounding BOU such as the Pen Saga, the Money heist, sale of defunct banks, Tribalism and crushed RTGS money transfer system, a conspiracy that the Mafia plans block the installation of Kasekende gains validity.
Under the current Bank of Uganda Act, the Governor of the Central Bank is the chairman board of Governors deputized by his Deputy which has prompted Michael Mawanda the Igara East Legislator, to draft a Bill seeking to amend the Bank of Uganda (BOU) Act so that the Board of Directors is separate from the Central Bank management with that hope it can solve all the current deadlocks that have been happening in the bank.
In the move to block Kasekende’s promotion to replace Mutebile, in February this year there were reports indicating that Mutebile recruited and promoted some BOU staff by passing all channels of recruitment to bring in his relatives.
Mawanda noted that he has already submitted his draft bill to the Deputy Speaker Jacob Oulanya to scrutinize it before it is brought for tabling on the floor of Parliament.
In one of its recommendations, the Committee on Commissions Statutory Authorities and State Enterprises (COSASE) in Parliament while Chaired by Bugweri MP, Abdul Katuntu pushed for a complete overhaul of the bank and separation between the bank management and board of directors, while a separate committee instituted by the President recommended an urgent and comprehensive review of the laws governing the Central Bank and trimming the Governor’s powers.
