The 2021 elections may be 2 years away but the incumbent, Yoweri Museveni, has already kicked off plans to ensure that he maintains his 34 year grip on power. President Museveni yesterday named sector–specific associations that are set to get funding from the government ahead of the 2021 elections.
While delivering an address that summed up his observations during his recently concluded countrywide wealth creation tours, the president named 16 associations that shall be funded. The 16 associations are boda boda, women entrepreneurs, carpenters, salon operators, taxi operators and restaurant associations. Others are welders, market vendors, youth leaders, PWDs, produce dealers, mechanics, tailors, media operators, fishermen and the performing arts associations.
“These sector-specific and district-wide SACCOs may be better than the katogo (mixed grill) ones that were, moreover, numerous and not covering specific geographic areas. These myooga [sector-specific] SACCOs will cover all the miscellaneous activities that are not agriculture,” Mr Museveni said. Agriculture is still being covered by Operation Wealth Creation (OWC) and Uganda Development Bank. Each of the said associations, he said, will have a district-wide SACCO with branches at convenient points preferably at parish level.
A close look at the selected associations, shows a targeted campaign strategy. The groups selected constitute the poorest people or most impoverished citizens. These have always been an easy target for campaign funding since they easily get appeased by handouts. Mr. Museveni has always targeted these groups through cash handouts before and after elections.
