The government and Ministry of Health implemented a strategic plan to de-congest Mulago hospital by empowering Divisional hospitals within Kampala. This strategy led to the creation of a Mulago in Kawan empe Division which is specifically for women and maternal issues.
This plan was however temporary as government boasted of constructing a new specialized women’s hospital at Mulago itself which would support other centres.
Despite having finalized the construction of the specialized women’s hospital in Mulago, it has not helped the poor in Kampala and has turned into a fancy high class centre for those who can afford its exorbitant fees. As a result, all mothers who previously flocked Mulago to access cheap maternal services have had to go to Kawempe instead for the services.
We are now privy to shocking pictures making rounds on social media depicting the gravity of the situation at Kawempe. We can see new born babies horded together in close proximity on what seems to be a makeshift “Intensive care unit”. Some other babies are placed on plastic chairs probably because of the unavailability of beds for them and their mothers.
If this is indeed what is happening at Kawempe, then the Ministry of Health and government of Museveni ought to do better for the people of Uganda. Even when their clientele may be the “poor” of Uganda, the state must know that it collects taxes from their and at the bare minimum owes them a duty of care!
