President Yoweri Kaguta Museveni will today morning launch a high-level summit on Public-Private Partnerships in Kampala that had been earlier disowned by his government under an clear circumstances.
The high level summit scheduled for Monday at the Kampala Serena Hotel was organized by the World Bank and the United Nations Development Programme (UNDP) asking intending, participants asked to pay Participation fees between $350 (Shs1.2m) and $950 (Shs 3.5m).
In regards to the Summit’s website, information reveals that the government of Uganda was part of organizing the high level summit but the Public was shocked when the Ministry of Finance issued a statement that the Government has nothing to do with the Event.
In a letter by the Minister of Finance Matia Kasaijja to President Museveni dated August 6, the minister implored President Museveni to disassociate himself from the event, citing that he was being used to grace the event by selfish people.
“Given the above misrepresentations, I advise that Your Excellency, you disassociate yourself from the event,” he wrote on August 6, 2019.
Kasaija went ahead to write another letter dated September 13, 2019, where he stated that government will not participate in the said summit and will not even channel any resource since they are ‘not part of the event’ organization.
He urged organizers to continue with their own arrangements without involving the government of Uganda both as sponsors and co-organisers.
“Government of Uganda is not part of the organisers of this conference. The government has also received information from the above UN agencies and other development partners that this conference was not their official event,” Kasaijja adds.
A bitter finance Minister ordered that no government agency should part with any financial motivation towards the conference or its organizers.
However Kasaija is listed as a speaker at this summit, alongside Foreign Affairs Minister Sam Kutesa, whereas President Museveni has been listed as a guest of honor and there was a confirmation by the President’s handlers that he will officially cut the ribbon for the event at the Kampala Serena hotel as Guest of Honour despite his minister warning him.
Since reasons why Kasaija was against the summit are not yet clear, High level Speakers expected to grace the event include Kenyan opposition leader Raila Odinga now popularly known as the Handshake , UN residential coordinator of Uganda, Rosa Malango and UNDP resident representative in Uganda, Elsie Ettafuah and many others.
