Important to recall is the fact that Gen. Tumwiine was very vocal in the aftermath of the deadly November protests where he even commended the soldiers for using a heavy handed approach on the peaceful protestors. He continued issuing threats and downplaying the US efforts in restoring sanity. He on record even bragged that there was nothing he had on the US soil and hence didn’t desire to travel to the States. “We are having fun here. I eat my matooke, I enjoy everything. The weather is fine and life is good here,” Gen. Tumwiine responded in reference to the first set of sanctions that were slapped on Ugandan officials after a petition by the US House of representatives led by Engel Eliott.

The new set raised by US secretary of state Anthony Blinken implicates top officials in the NRM government. Gen. Tumwiine is said to be at the helm. Sources say the bush war historical has swallowed his arrogance and called for round table talks after realising he would be affected by the sanctions. Tumwiine is a regular traveller to Europe for medical treatment. The sanctions are likely to hamper him from accessing the medical services since US allies are allowed to block him from getting visas.
