The spokesperson for the Uganda prison service, Frank Baine has rubbished the efforts by the parliamentary human rights committee earlier constituted by the speaker, Kadaga to probe Kitalya prison. The institution of the committee was inspired by a human rights report tabled by the Mityana municipality legislator Zaake Francis Butebi who earlier visited the facility and discovered a span of deplorable tear triggering conditions which inmates face on a daily.
When contacted on phone to give a comment on the committee visit to Kitalya, Baine arrogantly laughed at MPs as merely ‘toothless barking dogs’. “They should know where their limits stop. You cannot teach us how to run our institution. Have you ever seen us talk about what they do in parliament?,” Baine fumed. “They should not act like saints. They also have their own issues to sort. I even wonder why they are coming up with inapplicable ideas and proposals. You cannot tell us to make life easy for criminals, the torture and suffering is deliberate and it shall help discourage crime out there. In the end, they will know that we have the power, not them,” he added.
