Controversial city lawyer Male Mabirizi Kiwanuka has dragged the eleventh parliament to the East African Court of Justice over the election of Jacob Oulanyah as speaker.
In his petition, Mabirizi argues that the process disenfranchised several legislators whom he says were deliberately denied a chance to cast their mandate.
Mabirizi also adds that the Chief Justice Alfonse Owiny Dollo who presided over the polls is a tight confindant of Jacob Oulanyah. Mabirizi notes that Oulanyah and Owiny Dollo share a history of comradeship all the way from their home village in Northern Uganda. He therefore argues that there is no way the Chief Justice would allow the voting to take place in Kadaga’s favour. In another petition dated May 26, lawyer Mabirizi says Dollo’s matrimonial status is also lacking. Mabirizi says Dollo is not a legally married man and therefore he does not even qualify for the office he is holding.
Mabirizi adds that it was also illegal for the elite presidential guard to present themselves at the precincts of parliament as he says this heavily compromised the independent decision making of the MPs who voted.
