Geoffrey Oloya, the first recipient of Shs 100,000 relief money who the Prime Minister spoke to has been arrested, days after Gulu City officials told MPs that they don’t know him and the number that was called had since been off.

His arrest comes after the Public Accounts Committee of parliament probed the Prime Minister Rt. Hon Robinah Nabbanja who they claim made blunders that cost the taxpayer billions of money. Nakaseke South MP Luttamaguzi Ssemakula brought Oloya to the spotlight after establishing that he was not a vulnerable person since he is an aide to the former Gulu city Mayor.

The committee also found that there was a lot of bureaucracy in the Northern Uganda corridor where majority of the local government leaders were smuggled to the list of the cash beneficiaries.
