The National Unity Platform party councillor elect Mubiru James who represent Rubaga North will today be sworn in at City Hall.

Mubiru has been in military custody at Makindye barracks in Kampala since he was arbitrarily arrested 6 months ago. The reason of his arrest according to the court martial charge sheet was that the councillor elect was in possession of military stores. Prosecution alleged that at the time of arrest, Mubiru was nabbed with a red beret and an overall which are gazetted as military stores.
James was since kept in custody without a fair legal representation as his lawyers would be bounced at the premises of the military court whenever they would turn up to represent him.
Mubiru was finally released on bail in the preceding week. He will take oath today at 10:00hrs in a ceremony presided over by the KCCA speaker Rt. Hon. Zahara Luyirika.
Meanwhile, the councillor elect for Nansana municipality John Bosco Sserunkuuma remains held in Kitalya for close to 8 months since his arrest last November. He has never been sworn in due to the fact that he is still in custody. His bail application is set to be heard on September 21st.
