UPC Secretary General Fred Ebil says that the focus will be on political party financing and the implementation of earlier resolutions by the IPOD summit.

Only the Democratic Party and Uganda People’s Congress parties have so far consented to the meeting. Important to note is that DP’s Nobert Mao and UPC’s Jimmy Akena are renowned soft allies of Gen. Museveni and in fact some sources say they were planted in their respective parties with the assistance of Museveni himself.

The NUP party leadership has always declined calls to be part of IPOD citing the denunciation of democracy by NRM which they accuse of presiding over terror against the dissenting voices. NUP says several of their supporters have been killed and some arrested by the NRM regime. They say such IPOD summits are only meant to legitimize the pseudo-democracy of the NRM and also give donors accountability for their funds.
