Ever since Kadaga failed to bounce back as speaker for a third consecutive term, she has been a no show for plenary, a concern that has been recently raised by Kiira municipality legislator Ibrahim Ssemujju Nganda who demands justifiable explanations.

Kadaga apparently is the 1st Deputy Prime Minister, and a Minister in charge of East African Community Affairs.

The NRM Chief Whip Thomas Tayebwa had requested that Kadaga and 3 other ministries that have not complied with the March 15 deadline get granted some more time to submit their budgetary arrangements to the office of the clerk since parliament is at a halt.

However, Among has said Kadaga and other ministers should submit their reports alongside apology letters.

Ever since she assumed office, Among has exhibited unprecedented levels of authority over other members of the house. The Bukedea woman MP who went through unopposed remains the centre of debate for the past one month following her abuse of office that saw her preside over the censure of Mityana municipality legislator Zaake Francis as a member of the Parliamentary Commission.
