The speaker of Parliament Rt. Hon. Anita Annete Among and her Deputy Thomas Bangirana Tayebwa are reportedly sitting on the Trade committee report that recommended the cancelation of the bilateral coffee agreement between Vinci company and the government of Uganda.
For a second consecutive week now, the two speakers have trash canned all questions regarding the whereabouts of the coffee deal report. Whenever MPs make inquiries during plenary, the speaker Among and her Deputy decline to respond claiming that the item is never on the order paper.
It should be noted that the Mwine Mpaka Trade committee in one of its meetings summoned the embattled Italian investor Enrica Pinetti but she was a no show. The committee went on to assess the coffee deal and arrived at a verdict to have it cancelled. Parliament was supposed to sit in its next sessions to read the Trade committee recommendations to the rest of the law makers to debate upon. But this to-date has never been done for a second consecutive week with the report never on the order paper.
Familiar sources say the speaker and her Deputy recently met with President Museveni at State house Nakasero where they arrived at an agreement to delay the debate on the Trade committee report. In exchange, the president was tasked to consent to the elevation of the salary of MPs.
It is also said Hon. Mwiine Mpaka Rwamirama has been receiving threats urging him to surrender the original copy of the report to security authorities so that President Museveni can see which MPs signed and approved the halt of the Pinetti deal. Speaking to a local radio station this morning, Hon. Mwiine confirmed that he received threats but maintained that he has not yet surrendered the original report as directed. He added that he will share the report to the rest of the MPs before plenary.
